Government Launches Long-Term Electricity Market Contracts for Business

Ukrainian businesses will be able to lock in electricity prices in advance for a quarter, six months, or a year ahead, avoiding dependence on sharp price fluctuations in the day-ahead market. The Cabinet of Ministers of Ukraine adopted the corresponding amendments to the Procedure for Conducting Electronic Auctions for the Sale of Electricity under Bilateral Agreements.

Key Changes and Conditions

Enterprises will be able to purchase electricity at special auctions under long-term contracts — for a quarter, six months, or a year ahead. In the initial stage, it will operate as a pilot project: electricity during these sessions will be sold by the two largest state-owned power producers — JSC "NNEGC Energoatom" and PJSC "Ukrhydroenergo." Following an analysis of the pilot's results, other state or private electricity producers will be able to join the mechanism.

The new electricity purchasing mechanism will help consumers protect themselves against sharp price fluctuations, while allowing electricity producers to secure predictable, long-term demand for their generation. This also creates better conditions for financing new energy projects and attracting investments into power generation.

For long-term contracts, 4% of the planned annual generation volume of "Energoatom" and "Ukrhydroenergo" will be offered: 2% via quarterly contracts, 1% via semi-annual contracts, and another 1% via annual contracts. Auctions will be held regularly according to an approved schedule. The buyer commits to purchasing the contracted volume of electricity under the agreed terms, and the seller commits to delivering it.

To participate in the auctions, buyers will be required to provide a security deposit. A portion of this collateral can be provided in the form of a bank guarantee.
